Be a flourishing, downtown campus with modern infrastructure, campus spaces,  technology and effective process infrastructure to support a growing university community.

Desired Outcome 1

Ensure long-term financial sustainability, effectiveness, and accountability. 

Metrics

• Formulate budget plan and prioritize resources

  • Annually assess and implement the academic and enrollment plan to formulate the budget plan and prioritize resources.

• Increase out of state non-resident student

  • Increase out of state non-resident student by 5% a year for five years and international enrollment (FTES) back to its highest enrollment point.

• Generate additional non-general fund revenue

  • Generate $2-3 million of additional non-general fund revenue annually through the Total Return Portfolio (TRP) process.

• Eliminate the deficit

  • Eliminate the General Fund Structural Deficit by 2025/26.

Desired Outcome 2

Allocate resources linked to strategic priorities and fiscal needs to safeguard long-term financial stability and ensure support for achieving our collective aspirations.

Metrics

• Replenish General Fund Reserves

  • Begin to replenish General Fund Reserves in 2025/26.

• Hold annual Budget Summit

  • Hold annual Budget Summit with transparency on campus finances, showing Revenues and Expenses, highlighting the linkage to the Strategic Plan Priorities.

Desired Outcome 3

Position SJSU as an innovative leader in energy and environmental sustainability.

Metrics

• Reduced energy usage

  • Reduced energy (electricity and natural gas) usage as measured by energy consumption BTUs, campus electrician usage, and water use intensity.

• Reduced energy costs

  • Reduced energy costs as measured by total cost of water and sewer.

• Operational sustainability

  • Operational sustainability in the classroom and research labs: 

    • Increased sustainability programs and initiatives beyond facilities.

    • Reduced campus supplies / materials / goods consumption.

    • Decreased landfill waste by increasing diversion / recyclable rates.

Desired Outcome 4

Evaluate thought leadership and oversight across San Jose State University by enhancing and optimizing cost-efficiency through the utilization of technology.

Metric

• Customer Service roadmap

  • Successful implementation of a comprehensive campus-wide Customer Relationship Management roadmap and successful ongoing integration of additional solutions for student and campus success.

Desired Outcome 5

Enhance and maintain a robust IT infrastructure to drive a connected student experience by creating a holistic, cohesive, and streamlined environment for students.

Metrics

• Upgrade and integrate classroom technology

  • Development of a comprehensive plan to upgrade and integrate SJSU centrally-managed classroom technology using the SSETF funding process and some Campus TRP funds beginning in 2024/25.

• Technology- enabled “Work Anyplace, Anywhere, and Anytime”

  • Technology- enabled “Work Anyplace, Anywhere, and Anytime” - Evaluate and leverage emerging technologies on campus and enhance opportunities for faculty and student digital fluency. 

    • Host campus-wide biannual thought leadership sessions with Silicon Valley Industry partners on advanced and emerging technologies.  

    • Identify, design, and implement business process technologies aimed at improving workflow efficiency, with the goal of achieving a 95% paperless campus by 2030.

• Measure the student digital engagement

  • Measure the student digital engagement with the university (e.g. emails to students, social media following, web clicks, etc.).

Desired Outcome 6

Foster campus safety for student success by continuing a layered and multifaceted physical and cybersecurity strategy approach to safeguarding the data our students, faculty, and researchers are creating and managing.

Metrics

• Enhancement of the cybersecurity environment

  • Enhancement of the overall cybersecurity environment through a layered and multifaceted cybersecurity strategy to safeguard the data of our students, faculty, staff and researchers.  

    • Implement and conduct focused biannual cyber-security audits to ensure adherence to best practices.

    • Deliver monthly content to increase cybersecurity awareness across the entire campus.

• Implement Safety Corridor Program

  • UPD will implement the Safety Corridor Program beyond the VTA stop with increased patrol and visibility to support the increased foot traffic for VTA / Hammer / SVP / Alquist to Main Campus.

• Increase perception of safety

  • Increase the perceptions of safety across demographics as measured by campus climate survey.

Desired Outcome 7

Build inspiring, environmentally-sustainable facilities where modern teaching, research, and laboratory spaces facilitate interdisciplinary projects, connect faculty and students across disciplines, and foster industry partnerships and solutions.

Metrics

• Interdisciplinary Science Building

  • Completion of the construction and occupancy to the Interdisciplinary Science Building.

• Expand footprint into downtown

  • Expanded University footprint into downtown to support teaching, research, and/or housing with facilities that are integrated with the university culture and community with robust space management processes, inventory, and utilization.

• Approval of Campus Master Plan

  • Approval by the Board of Trustees of the 20 year Campus Master Plan for all SJSU locations (i.e. Main, South Campus, then later MLML).

• Space planning advisory committee

  • Implementation of a space planning advisory committee that guides recommendations to the president for annual space reallocation.

Desired Outcome 8

Implement a campus capital planning process that addresses the needs of the overall portfolio and responds to the priorities and funding strategies set by campus leadership.

Metric

• Approval of Capital Improvement Plan

  • Approved Five-Year Capital Improvement Plan for 2025/26 through 2029/30.
